It means
A: "No, but if you think of the song, come upstairs and tell me."
B: "Is it 'Touch Me in the Morning" by Diana Ross?"
A: "It's not. But if you can think of the song, I'll touch you in the afternoon"
Here, "touch you" is a sexual innuendo. And we can also assume that it is the afternoon. So the last sentence means:
"It's not. But if you can think of the song, we can have sex (or something like that)."

Both "Groovy" & "Far out, man" are slang associated with youth culture in the 1960s. They both mean "awesome" or "cool". That makes sense because the man is looking at objects from his youth.
"And it wasn't even on half the time" is talking about the strobe light. It's a joke because strobe lights are bright flashing lights used at parties, so having one on 50% of the time is really crazy!
