Tamarac, FL; and one grandchild (Arrangements: Webb-Freer Funeral Home, Blue Springs, MO) Docking views stock market as way to boost Social Security By STEVE KRASKE Political Correspondent Jill Docking, a Democratic candidate for the U.S. Senate in Kansas, is a stockbroker by trade. And it showed Friday in a meeting with The Kansas City Star editorial board. The 40-year-old Wichita resident ment of Social Security dollars.

Docking faces former Gov. Joan Finney, 71, of Topeka, in the Democratic primary Aug. 6. She is running to complete the final two years of former Sen. Bob Dole's term.

Under one plan for Social Security, Docking would allow taxpayers to invest 2 percent of their pretax incomes in self-directed plans, similar to Individual Retirement Accounts. Workers now pay 7.65 percent of their incomes in Social Security taxes, an amount that employers match. The idea, Docking said, would be to improve the rate of return and guarantee people in their 30s and 40s some type of retirement savings in the event that Social Security collapses. "It is the only way baby boomers will have an opportunity to save for outlined a two-part plan for rescuing the financially strapped Social Security system. Both moves called for more aggressive invest- ELECTION Jill Docking rival Finney their retirements," Docking said.

Part two of Docking's plan calls for the government to invest a small portion, say 15 percent, of the Social Security Trust Fund in the stock market. "There is not a pension fund in America that doesn't use a growth portfolio," Docking said. The Democratic primary race has been mostly a low-key affair. One reason is because Finney has refused to debate Docking or attend meetings with editorial boards. "I'm putting myself on the line.

She is not," Docking said of her opponent. That's about as harsh as the rhetoric gets. Docking had plenty of opportunity to criticize the former governor during the editorial board session, but she backed away each time. In fact, she praised Finney as someone skilled at listening to people who often feel ignored, by politicians. "That's a very strong part of who Joan Finney is," Docking said.

don't take issue with people being loyal to her." Docking entered the race because she felt uncomfortable with what she called the dramatic shift to the right in the 1994 election. Instead of a slash-and-burn approach to federal spending, Docking said she favors a more incremental approach. For example, she would try to bolster Social Security through private investment before considering plans to drop wealthy recipients from the rolls through means-testing. On. other issues, Docking said she: Generally favors gun control, She supports the assault weapons ban and the waiting periods imposed by the Brady Bill.

Favors welfare-reform plans that result in higher initial costs because they provide day care, transportation and other services to single mothers. Backs a progressive income tax system, although she favors efforts to simplify the system. Favors abortion rights.
