handed out eviction notices to some 400 families because he could not raise their rents says his office has been deluged by phone calls "both irate and concerned" "Reaction has been just about equally divided" Clardy said today "between frustrated and hostile outbursts and requests for home purchases" notices which he began mailing Friday instruct the 400 tenant families to vacate their homes
